Constitution & By-Laws

Article 1. Constitution & Name


The National Pediatric Associations of the ASEAN Countries, shall constitute themselves into a federation to be called “The ASEAN Pediatric Federation”, to be affiliated with other national or regional pediatric associations in the membership of the Asian Pacific Pediatric Association (APPA), formerly called Association of Pediatric Societies of the South East Asian Regions (APSEAR).


Article 2. Aims


The aims of the ASEAN Pediatric Federation shall be:

  • To foster the study and dissemination of all aspects of pediatric knowledge, particularly in the region of ASEAN;
  • To promote cooperation in scientific exchange amongst the member countries; and establish closer personal and professional contacts amongst those interested and working in this field;
  • To organize and hold an ASEAN Conference at least every three years and to promote and support such other activities as may be deemed necessary for the realization of the above aims.


Article 3. Membership


The ASEAN Pediatric Federation, which was formed on 3 August 1976 in Jakarta, Indonesia, shall be constituted by the national pediatric associations of the ASEAN countries consisting of Indonesia, Malaysia, Philippines, Singapore and Thailand, existing at the present time and which give them signatures and accord to the present Constitution. The national pediatric associations of other ASEAN countries could be accepted as the member of the ASEAN Pediatric Federation.


Article 4. Site of the Secretariat


The Secretariat of the ASEAN Pediatric Federation shall be located and organized in the city of Jakarta, Indonesia for a period of four years. After this period, the site of the Secretariat shall be decided further  depending  on future development.


Article 5.  Governing Bodies


A.     Council of National Delegates


The  policies of the  ASEAN  Pediatric  Federation shall  be vested in a Council of National  Delegates consisting of one voting delegate from each member association. The Council shall meet at least at the time of each ASEAN conference. The functions of the Council are:


  • To approve the report of the President and the Secretary/Treasurer;
  • To determine the location of the next regional ASEAN Conferences;
  • To elect the President and the Vice President of the ASEAN Pediatric Federation;
  • To appoint the Secretary-Treasurer of the ASEAN Pediatric Federation;
  • To approve the budget of the ASEAN Pediatric Federation;
  • To plan the basic program for the next period of the ASEAN Pediatric Federation;
  • To revise the Constitution and By-Laws of the ASEAN Pediatric Federation if considered necessary.


B. Executive Council


The Executive Council Officers of the ASEAN Pediatric Federation shall consist of a President, a Vice-President and a Secretary-Treasurer. The Vice President is the President-elect, the Secretary-Treasurer shall be appointed by the Council of Delegates.


Article 6. Conferences


The Conferences of the ASEAN Pediatric Federation shall be held at least every three years, and shall consist of the following activities:

  • Activities in the field of science and knowledge in child health;
  • A Council Meeting of the National Delegates.


Article 7. Voting


To revise the Constitution and By-Laws, a two thirds majority votes in the Council meeting of the National Delegates is needed. A simple majority vote in the Council Meeting of the National Delegates shall be valid for all other principal matters.


Article 8. Revision of Constitution and By-Laws


Notice of  any  proposal to  revise the  Constitution and By-Laws 

shall be sent to the Secretary-Treasurer not later than six months prior to the next Council Meeting of the National Delegates. Copies of this proposal shall be furnished to each Council member not later than three months prior to the Council meeting, and shall appear on the Agenda of the Council Meeting.


Article 9. Seal of the ASEAN Pediatric Federation


The design of the seal of the ASEAN Pediatric Federation, which was accepted by the Council Delegates, shall signify the meaning and philosophy of the regional cooperation in the field of pediatrics which can be outlined as follows:


The future development of the ASEAN countries will much depend on the growing-up of the child in this region. For this reason, the problem of the growing-up should be overcome, and its process should be supported by the ASEAN member countries.


The design of the seal can be described as follows:


A flower with five leaves means the five ASEAN member countries as founder of the ASEAN Pediatric Federation; a child in the middle of the flower signifies the growing-up of the child; a circle which is formed by the lettering of the name of the ASEAN Pediatric Federation means a continuous process or cycle; the year 1976, in which the Federation was founded, is put at the stem of the flower.


Article 10. Dissolution and Liquidation


The decision of dissolution shall be taken only on majority vote of at least two-thirds of the Members:


In case of dissolution, the Council shall decide on the disposition of the assets of the Federation, and shall elect persons in charge with carrying out of the liquidation.

 

BY-LAWS

1. Dues


Dues for member associations shall be recommended by the Executive Council and approved by the Council.  Dues shall be payable in advance at the latest on 1 April of each year, in US Dollars.


The  Executive  Council shall control the monetary funds of the Federation destined for its need and for its progress of activities. Funds will consist of annual dues of its members, subsidies, gifts, legacies, and any support made to the Federation, whether by its own members or by persons or institutions outside the Federation,  the acceptance of which shall be approved by the Executive Council.


2. Conference Attendance


The attendance of the Conference shall be open to any interested individual on payment of the registration fee.


3. Meetings


The Executive Council shall meet at least once between the Council Meetings, and other times if considered necessary by the President. 


The Council of the National Delegates shall have their business meeting at least at the time of each Conference of the ASEAN Pediatric Federation.


The participants of the business meeting will consist of five Council Delegates representing their national associations, and the Secretary-Treasurer of the Federation. Out of these Council Meeting can be attended by one observer from each national association.


The President of the Asian Pacific Pediatric Association (APPA) formerly called Association of Pediatric Societies of the South East Asian Region (APSSEAR) shall also be invited to attend the business meeting.


The President of the Federation shall lead the Council Meeting and direct the discussions. The President shall be the Chairman of the Meeting. In case of absence, the Vice-President shall be the chair of the Meeting.

Decision of the Council Meeting shall be arrived by consensus.


4. Language


The official language of the ASEAN Pediatric Federation shall be English.
